Dr. Kumar currently serves as the Permanent Secretary for Ministry of Multi-Ethnic Affairs and Sugar Industry, providing strategic leadership and policy direction to two of Fiji’s key sectors. A visionary leader with extensive experience in government, academia, and the private sector, Dr. Kumar has built a distinguished career dedicated to advancing national development and institutional excellence.
Prior to his current appointment, Dr. Kumar was the Chief Executive Officer of the Sugar Research Institute of Fiji (SRIF), where he played a pivotal role in driving research, innovation, and modernization within Fiji’s sugar industry. He also served as Permanent Secretary for Special Projects in the Ministry for Sugar, leading key strategic reforms and developmental initiatives across the sector.
Dr. Kumar’s leadership experience extends across several major government portfolios. As Permanent Secretary for the Ministry of Agriculture, he was instrumental in shaping agricultural policy, enhancing productivity, and strengthening resilience across the sector. He also served as Acting Permanent Secretary for the Ministry of Waterways and Environment, overseeing significant programs in environmental conservation and sustainable water resource management. Earlier in his public service career, he held senior operational roles including Head of Operations and Principal Agriculture Officer for the Western Division within the Ministry of Agriculture.
In addition to his public service, Dr. Kumar has made significant contributions to Fiji’s statutory and private sectors. He has served as Chairman of Yaqara Pastoral Company, Chairman of Viticorp Ltd, and Board Director of the Fiji Dairy Cooperative Ltd—positions that reflect his commitment to strengthening partnerships between government and industry. He currently serves as a Board Member of FRIENDS Fiji, supporting community development and social empowerment initiatives. Regionally, Dr. Kumar represented Fiji as the Regional Coordinator for the FAO/WHO Codex Coordinating Committee for North America and the South West Pacific (CCNASWP), a body comprising 14 member countries, including the United States, Canada, Australia, New Zealand, and Pacific Island nations.
An accomplished academic and consultant, Dr. Kumar specializes in drought risk and water resource management. He holds a Doctor of Philosophy (PhD) in Climate Change from the University of the South Pacific (USP), a Masters in Public Administration and Natural Resource Management from the National University of Singapore, a Master of Business Administration (MBA), and a Postgraduate Diploma in Management and Public Administration. His academic foundation includes a Bachelor’s Degree in Agriculture and a Diploma in Tropical Agriculture, aligning with his early life experiences growing up in a farming family in Balata, Tavua.
Beyond his professional commitments, Dr. Kumar remains actively engaged in crop and livestock farming in Tavua. He is also an avid off-road motorsport enthusiast, reflecting his energy, resilience, and adventurous spirit—qualities that continue to define his professional and personal pursuits.
