MR BERENADO DAVETA
Permanent Secretary for Policing and Communications
Mr. Berenado Daveta serves as the Permanent Secretary for Policing and Communications and is responsible for overseeing Fiji’s national policing system, modernisation, and national internal security reform agenda. He currently leads the development of Fiji’s National Cybersecurity and Resilience Strategy and its Implementation Plan, which will be submitted to Cabinet next week as Fiji’s overarching framework for safeguarding the nation’s digital landscape.
Mr Daveta brings more than 26 years of policing, operational command, intelligence leadership, and international security experience, including service as a United Nations Police Commander in Kosovo, Sudan, and Darfur. He has held senior leadership roles as Divisional Police Commander South, Director Special Branch, Director Uniform Operations, and Chief of Staff of the Fiji Police Force.
He is recognised nationally and globally for his work in strategic governance, police reform, and transnational crime prevention. He leads major reforms such as the Fiji Police Force “Restore Blue” ‘Police Uplift’ modernisation programme, the establishment of the Counter Narcotics Bureau (CNB), and the development of Fiji’s community-centred security model — the Solesolevaki ni Veitaqomaki: Matanitu, Vanua kei na Lotu (CVM-CMS) Model, launched by the Prime Minister in 2024.
Mr Daveta is an alumnus of the University of the South Pacific, holding a Master of Business Administration, Master of Arts in Governance, and a Diploma in Leadership, Governance and Human Rights. He intends to pursue a Doctor of Philosophy in Governance, focusing on public trust in policing and community-centred security, soon.
In his current portfolio, apart from overseeing policing, public order and Counter Narcotics Bureau and the Rehabilitation of Offenders (Irrelevant Convictions) Act 1997, Mr Daveta also oversees Fiji’s national responsibilities in cybercrime policing, digitalised government transformation in Fiji, and the Information Technology Communications Services, security governance and inter- agency cyber resilience—key areas addressed in the Conference session “Securing the Digital Frontier: Strengthening Cybersecurity and Combating Cybercrime.” His work directly supports the implementation of the Cybercrime Act 2021, the Online Safety Act 2018, and the operational, investigative, and digital forensic capabilities required to protect Fijians in an increasingly connected, borderless digital environment.
Mr Daveta continues to advance Fiji’s vision of a safe, secure, digitally resilient, and legally protected nation, guided by good governance, the rule of law, ethical leadership, and the protection of all Fijians across both physical and digital domains.
